One of the features that wasn’t possible on the PS3 is one of the first to be described in the trailer, cross-game chat. You can talk to your PSN friends via text or voice chat, even if you’re playing different titles.
The “Create a party” option works for up to seven friends, and is designed for multiplayer titles mainly. The ability to receive notifications from friends of friends and instantly add newcomers without leaving the Party makes the party mode easy to use.
